In these centers, NATO and the EU, as well as their armed forces, research institutions and companies, will work together to bring new technologies into the armed forces more quickly. And for this, the Commander-in-Chief of the Dutch Armed Forces, General Onno Eichelsheim, cites a solution: Drones as a Service \u2013 a subscription model like Spotify.<\/p>\n<h3><strong>28 States and Two Centers<\/strong><\/h3>\n<p>The establishment of the two centers was announced by General Eichelsheim today at the NATO FUSE Conference in Latvia. A total of 28 states have already pledged to participate in the two technology locations.<\/p>\n<p>&#8220;The centers form the beginning of a European network for research, testing and production,&#8221; explains General Eichelsheim and emphasizes: &#8220;NATO must be able to fight. Europe helps in building the resources needed for that. Joint testing and procurement helps all of us to equip our soldiers faster and reduce the number of different systems.&#8221;<\/p>\n<h3><strong>Drones and Drone Defense \u201cMade in the EU\u201d<\/strong><\/h3>\n<p>The first drone center will be established in Selonia, Latvia, where the European Defence Agency (EDA) and the Latvian Armed Forces already conducted joint drone-pilot training in June 2026. There, in the future, unmanned air systems and robots as well as corresponding defense systems will be developed and tested. The focus will be on detection, identification, tracking and countering unmanned air and land systems.<\/p>\n<p>The second center will be built in Scheveningen, Netherlands, and focuses on maritime security and seabed protection (topic: hybrid warfare and damaged underwater cables), with a focus accordingly on defending unmanned maritime systems in shallow-water zones.<\/p>\n<p>With the two technology centers, the EU aims to accelerate the development and testing of new drones and their countermeasures. One goal is, among other things, to establish better coordinated test procedures and joint testing methods as well as mutual recognition of test results. This should bring new systems to operational readiness faster.<\/p>\n<h3><strong>Defense-ready by 2030<\/strong><\/h3>\n<p>The centers are part of an initiative by which Europe aims to strengthen its defense capability by 2030. Drones and drone defense belong, after all, to the nine capability areas that the EU regards as particularly urgent. Latvia, the Netherlands, Croatia, Denmark and Spain will take the lead. Organizationally, the centers are assigned to the Drone and Counter-Drone Systems (PCA DCDS) priority area and are also part of the European defense project DECODER (Drone and Counter-Drone European Resolve). Both centers will be financially supported by the EDA and are intended to align military requirements, technological development, testing, evaluation and standardization more closely.<\/p>\n<p>Besides the EDA, NATO is also involved. General Eichelsheim emphasizes: &#8220;Two centers for drone technology are emerging in Latvia and the Netherlands. Armed forces, research institutions and companies will develop and test there together. The European Union and NATO are working together to bring new technologies to our soldiers faster.&#8221;<\/p>\n<h3><strong>Like Spotify: Drones as a Service<\/strong><\/h3>\n<p>&#8220;During a visit to Kharkiv, a Ukrainian soldier told me that his battalion developed a new drone every three weeks. We need this pace. In Europe, successful tests do not yet translate quickly enough into contracts. Procurement procedures, financing and different national regulations stand in the way,&#8221; says General Eichelsheim. &#8220;The wars in Ukraine and Iran also teach us that drone defense must stay affordable. We cannot sustain shooting a cheap drone each time with a much more expensive missile. Moreover, multiple layers of defense are necessary, in which sensors, command and various weapons are coordinated.&#8221;<\/p>\n<p>The Commander-in-Chief of the Dutch Armed Forces sees the only solution in a clear departure from current procurement processes. &#8220;I often hear concerns: what you buy today will be obsolete tomorrow. The answer to this is a new model: Drones as a Service.&#8221; And the general elaborated his idea of the drone as a service: &#8220;Customers purchase small quantities and pay for continuous innovation. It works exactly like Spotify: you subscribe and keep getting new music.&#8221;<\/p>\n<p>However, this approach requires a clear rethink in procurement practice, and in some countries certainly also an adjustment of the legal framework. And yet General Eichelsheim sees only in such a novel approach the possibility to equip soldiers with the latest technology for the future. &#8220;With &#8216;Drones as a Service&#8217; procurement can keep pace with rapid developments. We buy small quantities and pay for continuous innovation: the industry provides the drone, the updates and the improvements.
