According to media reports, the Pentagon plans to withdraw a Brigade Combat Team within six to twelve months, and to scrap the relocation of a long-range artillery battalion. Based on these statements, there is speculation that one of the brigades deployed to Europe since the Russian annexation of Crimea in 2014, in mostly nine-month rotations as part of Operation Atlantic Resolve, might not be replaced.<\/p>\n<p>Already last year the United States halted the rotation of a light brigade in Romania for operations on the southeastern flank of NATO. On the eastern flank, two armored and one army aviation brigade as well as artillery and logistics units are currently deployed, which together form the Atlantic Resolve Rotational Heavy Division headquartered in Boles\u0142awiec, Poland. Currently, here are the 1st Armored Brigade Combat Team of the 1st Infantry Division, the 3rd Armored Brigade Combat Team of the 1st Cavalry Division, the 3rd Combat Aviation Brigade and the division artillery of the 3rd Infantry Division.<\/p>\n<h3><strong>Rotating Brigades or Permanently Stationed Regiment<\/strong><\/h3>\n<p>These brigades are initially relocated to Germany and conduct exercises there, but as part of the backstop policy toward Eastern NATO partners in light of the threat from Russia they are largely deployed there. So they are more or less technically stationed in Germany than practically. The exception is the 2nd Cavalry Regiment in Vilseck, Bavaria, which is structurally a Stryker Brigade Combat Team. Its withdrawal would affect not only the soldiers but also several thousand family members.<\/p>\n<p>According to a report by Bayerischer Rundfunk on Monday, it is indeed about this regiment. In his first term, Trump wanted in 2020 to relocate the cavalrymen as part of a withdrawal of a total of 12,000 U.S. soldiers back to the United States. Because of his defeat in the election, this did not happen. Whether the regiment could actually be withdrawn within six to twelve months this time\u2014and where to\u2014appears questionable. Beyond the logistical effort of moving soldiers, civilians, and equipment, this is also a question of cost.<\/p>\n<h3><strong>U.S. Congress Would Have a Say on Withdrawal Costs<\/strong><\/h3>\n<p>At this point, the U.S. Congress always has a say. The Senate in particular is critical of Trump&#8217;s attempts to weaken NATO. Recently, it added a clause to the current defense budget law stating that any longer shortfall in the U.S. troop level in Europe below 76,000 troops would require a statement from the Secretary of Defense and the Chairman of the Joint Chiefs of Staff explaining the reasons, implications, and consultation with the allies. This threshold would probably not be reached with a withdrawal of 5,000 personnel, but certainly with \u201cmuch more.\u201d<\/p>\n<p>Also, not deploying a long-range artillery battalion would not significantly affect the total number of U.S. troops in Europe, which, depending on rotations and exercise plans, ranges between 80,000 and 100,000. However, this would extend the capability gap that its relocation would bridge, moving toward a German or European multi-domain capability with long-range precision weapons in the early 2030s.<\/p>\n<p>Moreover, the United States could not withdraw units to support strategic operations from Ramstein Air Base, the Landstuhl Regional Medical Center, which is being relocated to Ramstein, or the 21st Theater Sustainment Command without also sacrificing some capabilities. Without these, U.S. operations against Iran could be difficult to sustain.
