MURE26: Civil-Military Communication Exercise in Saxony

From 27 to 29 October 2026, at the Oberlausitz Training Area in Weißkeißel, Saxony, the nationwide civil-military communications exercise of the federal government, “Mutuality/Reciprocity 2026” (MURE26), will take place. As part of the Civil Protection Pact, the involved actors will test cross-agency digital mission communication in crisis-scale large-scale damage scenarios as well as the performance capabilities of future-proof broadband communication for strengthened cybersecurity.

The exercise scenario: In Oberlausitz there is a serious train accident. A passenger train and a freight train with Bundeswehr equipment collide. There is a mass casualty influx, and mobile networks in the disaster area fail completely. In this scenario, for the participating emergency responders and security authorities—including state and federal police—the cross-agency mission communication away from mobile networks, in cooperation with the Bundeswehr, is decisive for managing the situation.

Communication systems are at the center of MURE26

At the center are the performance of existing BOS communication systems, cross-organizational coordination, and especially the requirements for a future broadband mission communication for the BOS (Authorities and Organizations with Security Tasks) and the Bundeswehr. The Bundeswehr participates, among other things, with forces from the Support Area, such as the Feldjägerregiment 1 and the State Command Saxony, in the exercise.

The Federal Minister of the Interior, Alexander Dobrindt, as well as the State Secretary in the Federal Ministry of Defence, Nils Hilmer, will personally accompany the exercise on-site on the last day. They will receive first-hand information about the operational exercise situation and the cross-agency coordination via the Digital BOS radio as the nationwide uniform standard.
